A combined and robust modal-split/traffic assignment model for rail and road freight transport

Searching for achieving an ambitious reduction in greenhouse gas emissions, the EU has set as a goal modal shift freight transport of 30% by rail near future. In this context, it is vital to use choice models road versus assess shippers’ acceptance actions promoting rail. This paper develops combined model jointly evaluating split and railway flows, addressed case when based on random utility available, some its coefficients may present non-negligible variability. To end, after initial deterministic formulation robust counterpart developed. The model, formulated non-linear integer programming problem, oriented multi-carrier environment includes constraints consider interactions between different types flows network, allowing good evaluation cost carriers network capacity. An algorithmic solution outer approximation method shown provide accurate solutions reasonable computational time non-robust versions model. Examples centered section Trans-European Transport Network, TEN-T Core corridors, are reported test model’s applicability. Results show that can be helpful tool analyzing possible response carriers’ services competing with road.
